At the Jefferson Memorial people were arrested for dancing.

Dancing. Not necessarily in a mob, or anyway of taking up too much space where physical movement might endanger non-dancers — Personally, I am witnessing that the police physical force to arrest some of these people is a bit more dangerous than wiggling around. 

Unfortunately I do not have the full story, but this is what it is.
